Faxstream: Support Staff Claim Heads To Independent Umpire The IEU has applied to the NSW Industrial Relations Commission to resolve a wages and conditions claim for support staff in Catholic schools, says a Faxstream today sent to members. The move follows Catholic employers’ rejection of almost all elements of the claim beyond wage increases. An application on behalf of teachers may follow.

WAGES AND CONDITIONS CAMPAIGN

Support Staff
The Union has lodged an application to the NSW Industrial Relations Commission (IRC) to seek resolution on some matters central to the IEU claim for support staff conditions in Catholic schools. This followed the Catholic employers’ rejection of almost all elements of the Union claim outside of wage increases.
The Catholic Commission for Employment Relations (CCER) predictably agreed to the 4% per annum increases settled in the public sector, but said no outright to some conditions and tried to defer other key Union proposals to Dioceses for their individual consideration. We won’t accept an approach that relegates the settlement of core conditions to the whim of individual Dioceses. It is our experience that such an approach leads to protracted discussions with no results in some Dioceses and inequitable outcomes for members in others.
The application to the NSW Industrial Relations Commission includes the following conditions:
• Appointment of senior staff – This is an issue in country/regional Dioceses where there are no Level 6 appointments in primary schools. This is a fundamental parity point with conditions in the government sector. • Permanency of teacher aides; • Rules applying to playground duty; • New allowance for medical procedures including catheterisation; and • Broader appeals process.
Teachers
The IEU Annual General Meeting on Saturday 18 October also raised the possibility of lodging an application on behalf of Catholic teachers to the NSW Industrial Relations Commission and called on Catholic employers to disassociate themselves from the State Government’s approach to award negotiations in Government schools.
The Government has made an offer of 11.4% (compounded) for a three year award but also included a range of crude cost-cutting offsets. The NSW Teachers’ Federation rejected the offer and lodged a claim for an interim 5% pay rise to the NSW Industrial Relations Commission. The Teachers’ Federation seeks to counter the impact of protracted negotiations during the current economic climate.
Our own meeting with Catholic employers was notable for the lack of response to our claim. As with support staff negotiations, the Union will stop any attempts on the part of employers to unilaterally refer key issues to the Dioceses for individual negotiations. We will also insist on improvements rather than ‘trade-offs’ in the settlement of the claim.
